Auto group backs guidelines for partially automated vehicles

The trade association representing most major automakers is offering guidelines for manufacturers to advertise partially automated driving systems and make sure drivers are paying attention while using them. The Alliance for Automotive Innovation says its members support the voluntary principles. They come as two federal agencies ramp up scrutiny of Tesla’s Autopilot diver-assist system after two men were killed in a fiery crash earlier this month near Houston. The principles say that any vehicle with such a system should have driver monitoring as standard equipment. Cameras should be considered to make sure drivers have eyes on the road. The alliance represents companies that account for 99% of U.S. new vehicle sales. But Tesla is not a member. 

Myanmar guerrillas capture gov't base; airstrikes follow

Ethnic guerrillas say they captured a Myanmar army base near the border with Thailand. It's a morale-boosting action for those who oppose the Myanmar military's takeover of the central government in February. A spokesman for the Karen National Union said the group’s armed wing attacked the base early Tuesday and burned it down. Hours later, Myanmar’s military staged airstrikes on villages in territory controlled by the Karen forces. The Karen minority’s main political group seeks greater autonomy, and controls territory in eastern Myanmar near the Thai border. It's a close ally of the resistance movement against the military's ouster of the elected government of Aung San Suu Kyi in February.

Trust between Republicans and Democrats on Capitol Hill has cratered as Joe Biden prepares to address House and Senate lawmakers for the first time in his presidency. Yet Biden has the chance to play elder statesman when he speaks to Congress on Wednesday night. Lawmakers in both parties say the speech is an opportunity for Biden to push past some of the antics and anger that damaged decorum at times in past presidential addresses. With attendance being limited because of COVID-19 concerns, many Republicans appear to be skipping the event. That may leave Biden with a mostly friendly audience.

Biden to sign $15 minimum wage for federal contract workers

President Joe Biden is preparing to sign an executive order to increase the minimum wage to $15 an hour for federal contractors. Administration officials say the order will provide a pay bump to hundreds of thousands of those workers. They say that workers will become more productive as a result, so the increase should not be costly to taxpayers. The increase to be approved under Tuesday's executive order could be dramatic for workers who earn the current minimum of $10.95 an hour. Those workers would receive a 37% pay hike, though the increase would be rolled out gradually, under to the terms of the order.

Analysis: Coach of the year will be the NBA's top award race

It’s almost award-voting season in the NBA, and the best race is the one that not enough people are talking about. The MVP race between Joel Embiid and Nikola Jokic seems like a toss-up. There will be great debates about other races as well: most improved player, defensive player of the year and the All-NBA balloting will inevitably lead to cries that some players got overlooked and were wronged. Some of those arguments will probably be right, too. But the best race will be for coach of the year.

Iran, US warships in first tense Mideast encounter in a year

The U.S. Navy says that American and Iranian warships had a tense encounter in the Persian Gulf earlier this month. It said on Tuesday that the encounter marked the first such incident in about a year. Footage released by the Navy showed a ship commanded by Iran’s paramilitary Revolutionary Guard cut in front of the USCGC Monomoy, causing the Coast Guard vessel to come to an abrupt stop with its engine smoking. This happened on April 2. The Navy said the Guard also did the same with another Coast Guard vessel, the USCGC Wrangell. Iran did not immediately acknowledge the incident.

In Africa, vaccine hesitancy adds to slow rollout of doses

Some Africans are hesitating to get COVID-19 vaccines amid concerns about their safety,. The reluctance is alarming public health officials, and some countries have started to destroy thousands of doses that expired before use. Malawi and South Sudan in recent days have said they will destroy some of their doses. It's a concerning development on a continent where health officials have been outspoken about the need for vaccine equity as the world’s rich nations hold the bulk of shots. Africa has received less than 2% of the COVID-19 vaccine doses administered globally, according to the World Health 0rganization. The continent seeks to vaccinate up to 60% of its people by the end of 2022.

Ohtani wins for Angels in 2-way start like none since Ruth

Angels two-way player Shohei Ohtani had a start like none since Babe Ruth 100 years earlier. The Japanese right-hander struck out nine after a shaky first inning on the mound, and also scored three runs and drove in two as Los Angeles beat Texas 9-4. A day after tying for the MLB home run lead at seven, Ohtani became the first home run leader since Ruth in 1921 to start a game on the mound. Ohtani pitched five innings. He drove in two runs and scored three. Justin Upton and Albert Pujols put LA ahead to stay with back-to-back homers off Jordan Lyles.

President Biden's first address to Congress is invite-only

President Joe Biden’s first address to Congress is an invite-only affair, no guests allowed. The restrictions for Wednesday’s event are due to COVID-19 safety protocols, but will have the added security benefit of a limited number of people inside the Capitol for the president’s first major indoor event since he took office just weeks after the Jan. 6 insurrection. The fence is still up around the U.S. Capitol, and the National Guard is still there. House Speaker Nancy Pelosi invited Biden to the chamber to share his "vision for addressing the challenges and opportunities of this historic moment.” Presidents don’t deliver a State of the Union address to Congress until their second year in office.

What's behind the growth slump? Takeaways from census data

The U.S. Census Bureau has released its first batch of data for its once-every-decade count. It shows the country's population growth slowing to a level not seen since the Great Depression. It also shows the continued migration of the U.S. population to the West and the South. That means states like Colorado, Florida and Texas will gain congressional seats while places like New York and Ohio will lose them. Because Republicans control most of the states gaining seats they could benefit from the redrawing of congressional districts. Still, those states in the West and South had been expected to gain even more seats, raising questions of whether all their Latinos were counted.

Report: Pandemic gives rise to antisemitic 'Zoom bombing'

A Jewish civil rights group says antisemites adopted a new, digital form of harassment during the COVID-19 pandemic. A report issued Tuesday by the Anti-Defamation League counted 196 cases of antisemitic "Zoom bombing" attacks in the U.S. last year. The group’s annual report found that intruders disrupting video conferences on Zoom and other platforms offset decreases in antisemitic incidents in more traditional settings, like synagogues, schools and other Jewish institutions. The ADL's overall count of incidents dropped by 4% last year, from a record high of 2,107 in 2019 to 2,024 last year.

Timberwolves beat Jazz for 3rd time this season, 105-104

D’Angelo Russell had a season-high seven 3-pointers and scored 27 points, and Karl-Anthony Towns had 21 points and 11 rebounds as the Minnesota Timberwolves rallied to beat the Utah Jazz 105-104. Minnesota, which started the day tied for the second-fewest wins in the NBA, handed the league-leading Jazz another loss. The Timberwolves (18-44) went 3-0 against Utah (44-17) this season. Mike Conley scored 26 points and Rudy Gobert added 18 points for Utah. The Jazz, playing their fifth straight game without leading scorer Donovan Mitchell, have lost three of five.

Wheeler takes 1-hitter into 9th as Phillies deck Cards 2-1

Zack Wheeler took a one-hit shutout into the ninth inning and Rhys Hoskins homered twice as the Philadelphia Phillies beat the St. Louis Cardinals 2-1. Hoskins’ seventh career multi-homer game and second this season helped the Phillies improve to 3-1 against St. Louis. Wheeler struck out nine and edged Cardinals starter Adam Wainwright in a classic pitchers’ duel that took just 2 hours, 22 minutes. Wheeler was lifted after issuing a leadoff walk to Matt Carpenter in the ninth on his 114th pitch. Héctor Neris got the save, but not before Carpenter scored on a groundout by Dylan Carlson. Wainwright tossed a complete game on 107 pitches, allowing six hits and striking out eight.

Indians top Twins 5-3 in 10 innings on Luplow's 2-run homer

Jordan Luplow hit a two-run homer in the 10th inning off Alex Colomé, giving the Cleveland Indians a 5-3 victory over the Minnesota Twins in their series opener. Luplow’s second career walk-off homer was a leadoff shot that cleared the wall in left field, scoring free runner César Hernández. Minnesota fell to 0-5 in extra-inning games. Emmanuel Clase worked one perfect inning for the win, helping Cleveland to its second straight victory. Luplow was the only batter faced by Colomé. The teams have combined to win the last five AL Central titles, with Minnesota the two-time defending champion.

Suns snap Knicks' nine-game win streak with 118-110 victory

Devin Booker scored 33 points and the Phoenix Suns capped a grueling road trip with a 118-110 victory that snapped the New York Knicks’ nine-game winning streak. Chris Paul scored the final seven Phoenix points as the Suns held on to finish 3-2 on their trip that included visits to the top four teams in the Eastern Conference. Beaten a day earlier by Brooklyn, they fell behind by 15 quickly in this one before gaining control in the fourth quarter. Mikal Bridges added 21 points, Paul had 20 and Cameron Johnson hit three 3-pointers in the final period after the game was tied at 87 through three.

Full of surprises: Royals own best AL record, sweep Tigers

Jarrod Dyson doubled and scored the go-ahead run in the fifth inning and the Kansas City Royals beat the Detroit Tigers 3-2 to complete a four-game sweep on the road for the first time in nearly 22 years. The Royals have won a season-high five straight and own the best record in the American League at 14-7. Detroit has the worst record in the majors at 7-16 after losing 10 of 11 games and is off to its worst start since 2003. Brad Keller earned the win after giving up two runs over six innings.

Justice Dept. opens police probe after Breonna Taylor death

Attorney General Merrick Garland says the Justice Department is opening a sweeping probe into policing in Louisville, Kentucky over the March 2020 death of Breonna Taylor, who was shot to death by police during a raid at her home. The 26-year-old Taylor was roused from sleep by police who came through the door using a battering ram. Her boyfriend, Kenneth Walker, fired once. A no-knock warrant was approved as part of a narcotics investigation. No drugs were found at her home. Taylor’s mother, Tamika Palmer, tweeted after the announcement that she “can't wait for the world to see Louisville Police Department for what it really is.”

Mulkey celebrates emotional homecoming at LSU introduction

Hall of Fame coach Kim Mulkey’s introduction at LSU had an overriding theme that echoed constantly under the domed roof of the Pete Maravich Assembly Center. It was the word, “home.” Mulkey is a native of Tickfaw, Louisiana. She won state championships at Hammond High School about 45 miles east of Baton Rouge. She also won national titles as both a player and assistant coach at Louisiana Tech before spending 21 years turning Baylor into three-time national title winners. Mulkey says she only would have left Baylor for one job and it was at LSU.

Tesla posts $438M 1Q profit on strong electric vehicle sales

Charged up by strong sales of its electric cars and SUVs, Tesla has reported its seventh-straight profitable quarter. The company made $438 million in the three-month period that ended March 31. Its sales more than doubled the same period last year to nearly 185,000 vehicles. Once again, the company needed regulatory credits purchased by other automakers in order to make a profit. Also, a company official said on a conference call that there is evidence that someone was behind the wheel of a Tesla Model S that crashed in Texas, killing two men. Local authorities said they found no one in the driver's seat. They're investigating whether the car was operating on Tesla's Autopilot driver-assist system.
