Wyoming lawmakers have rejected a measure requiring candidates to win a majority of votes in primaries to avoid runoff elections. The change had been endorsed by Donald Trump Jr. in his campaign to undermine Republican U.S. Rep. Liz Cheney. The state Senate defeated the proposal with a 15-14 vote after lawmakers raised concerns over the cost of adding another election and the burden that doing so would put on voters and officials. Trump Jr. called for Cheney’s defeat after she voted to impeach President Donald Trump over the storming of the U.S. Capitol by his supporters. A primary runoff could have consolidated Republican opposition to her re-election.

More than three years ago, Trump-era regulators killed federal net neutrality regulations designed to prevent AT&T, Comcast, Verizon and other major internet providers from exploiting their dominance to favor certain services or apps over others. In response, seven states and Puerto Rico enacted their own net neutrality policies. The most expansive effort of this sort was in California, which will start enforcing its law on Thursday — with potentially significant consequences for the rest of the U.S. The federal regulator that handles net neutrality, the FCC, is not yet fully staffed, and new proceedings can take months if not years.

New York City launches push to vaccinate theater workers

New York City is taking steps toward the reopening of the city’s theaters, creating vaccination and testing sites for stage workers in a bid to restore a key part of New York’s draw. “It’s time to raise the curtain and bring Broadway back,” Mayor Bill de Blasio said during a virtual press conference Thursday. The mayor says the city will set up dedicated vaccination sites specifically for the theater community and the theater industry. A statement from The Broadway League said “vaccination and testing sites for theatre workers are a great step towards recovery.” De Blasio says the city needs state guidance on issues like whether audiences need to bring proof of vaccination.

Atlantic City says it will redo a Black Lives Matter tribute on a street because the original painting of the words across the entire road confused motorists who didn’t know where to drive on it. The National Academy of Sciences says the U.S. needs to consider the idea of a climate change emergency plan: Cooling the air with technology. Thursday's report doesn't recommend using that technology.
